Institutions and large organizations are losing their relevance. Centralization provided advantages of convenience, but those are getting into diminishing returns and now work merely because of scale. Scale has made organizations become diffuse.
Swarms are nimble and purpose-specific, and they act as an ad-hoc temporary institution. They will likely be anarchic, led only by what they perceived as the shared goal, and fragmenting when there is disagreement.
